The National Response Plan

The National Response Plan (NRP) is an all-discipline, all-hazards plan that establishes a single, comprehensive framework for the management of domestic incidents. It provides the structure and mechanisms for the coordination of Federal support to State, local, and tribal incident managers and for exercising direct Federal authorities and responsibilities. The NRP assists in the important homeland security mission of preventing terrorist attacks within the United States; reducing the vulnerability to all natural and man-made hazards; and minimizing the damage and assisting in the recovery from any type of incident that occurs.

Incidents of National Significance

The NRP provides the mechanisms for a comprehensive coordinated response to all Incidents of National Significance. Incidents of National Significance are high-impact events that require an extensive and well-coordinated multiagency response to save lives, minimize damage, and provide the basis for long-term community and economic recovery. As the principal Federal official for domestic incident management, the Secretary of Homeland Security declares Incidents of National Significance (in consultation with other departments and agencies as appropriate).

The National Disaster Medical System and the NRP

In the event of a domestic peacetime emergency or major disaster, the Governor of an affected state may request Federal assistance under the authority of the Robert T. Stafford Disaster Relief and Emergency Assistance Act.

The resulting Presidential declaration of an emergency or a major disaster triggers a series of Federal responses that includes the activation of the National Response Plan (NRP). Following a declaration, a request for medical assistance may initiate activation of the National Disaster Medical System (NDMS).

What is the National Disaster Medical System?

The National Disaster Medical System (NDMS) is a Federally-coordinated system that augments the Nation's medical response capability.

The overall purpose of the NDMS is to:

* Establish a single integrated National medical response capability for assisting State and local authorities in dealing with the medical effects of major disasters; and

* Provide support to the military in caring for casualties evacuated back to the U.S. from overseas armed conflicts.

NDMS Mission

It is the mission of the NDMS* to organize a coordinated effort by the NDMS Federal Partners, working in collaboration with the States and other appropriate public or private entities to provide health services, health-related social services, other appropriate human services, and appropriate auxiliary services to respond to the needs of victims of a public health emergency, and to be present at locations, for limited periods of time, when such locations are at risk of a public health emergency.
